Program Overview
Many people have become reliant on public benefit programs to help them with their medical care, medication needs, as well as for food and nutritional needs. In addition, disabled individuals rely on public benefits to help them maintain the highest possible quality of life.
The purpose of this program is to provide information on how the OBBBA will impact these programs. We will explore how eligibility rules have changed and how the implementation of the benefit programs will be different. We will also discuss how nursing home staffing rules have been changed as well.
Learning Objectives
- Provide a basic understanding of the public benefit programs in question, such as Medicare, Medicaid, Supplemental Nutrition Assistance Program (SNAP) benefits, and the Achieving a Better Life Experience (ABLE) Act
- Explain how OBBBA has impacted these programs
- Provide a timeline as to when these changes will take effect
- Discuss nursing staffing issues that will come into play as a result of the Act.

Speaker: Richard L. Newman, Esq. is an attorney with the Rothkoff Law Group, an Elder Care Law Firm, with offices in Pennsylvania and New Jersey. Mr. Newman is licensed in the Commonwealth of Pennsylvania and practices Elder Law and Special Needs Planning. Mr. Newman has more than 38 years of legal experience and is affiliated with the following organizations National Academy of Elder Law Attorneys; Pennsylvania Association of Elder Law Attorneys; Pennsylvania Bar Association; Bucks County Bar Association. He is a Past Chair of the Pennsylvania Bar Association’s Elder Law Section and past president of the Bucks County Estate Planning Council. He is currently the Chair-Elect of the Pennsylvania Association of Elder Law Attorneys.
Mr. Newman is an active member of several business and civic organizations, including the Doylestown Rotary Club (president from 2012-2013). He was previously chair of the Bucks County Area Agency on Aging’s Advisory Council. A graduate of Temple University School of Law (1986), Mr. Newman was a Phi Beta Kappa graduate of Temple University in 1983.
